Background (背景)

The Chinese-American Academic and Professional Association in Southeastern United States(CAPASUS)was established on June 25, 1977 in Atlanta, Georgia. CAPASUS is a “not for profit” organization. The objectives of CAPASUS are: 1) to provide opportunities for all members to exchange their academic, cultural, social, professional, and business knowledge and experiences and 2) to make academic, cultural, social, professional, and business contributions to the societies of the United States and the Republic of China. The CAPASUS holds its annual meetings in Atlanta, GA or other southeastern US cities.

美東南區中華學人協會(CAPASUS)於1977年6月25日在美國喬治亞州亞特蘭大成立。 CAPASUS是一個非營利為目的的組織。CAPASUS的目標是:1)為所有成員提供交流其學術、文化、社會、專業和商業知識及經驗的機會; 2)為學術、文化、社會、專業和商業貢獻於美國和中華民國社會。CAPASUS在喬治亞州亞特蘭大或美國其他東南部城市舉行年會。

In the past 43 years, CAPASUS annual conference themes have centered on Science, Technology, Business, and Engineering. It has created opportunities to bring the Chinese American Communities in the Southeastern region to network and exchange knowledge in the diverse fields.  The presentations at the annual conferences were constantly well received and highly regarded by the Chinese-American community professionals.

在過去的43年中,CAPASUS年會的主題圍繞著科學、技術、商業和工程。它為美東南華裔社區在不同領域交流知識提供了機會。年會上的發表不斷受到華人社區的好評和高度評價。

Rationale (理由)

Modern telecommunication technology has empowered the progress of the industrial revolutions as well as economic development for both Taiwan and United Stated over the last 50 years.  The recent development of 5th Generation Mobile Network standard has even sparked a worldwide geo-political struggle between China and the United States due to the infrastructure nature of this new technology as it touches every aspect of our modern lives from our home, office, education, entertainment, transportation, food & water supply, utility distribution and even election integrity.  How do we ensure this technology will not be abused by criminal or international adversaries? How do we protect citizens from fraudulent identity theft, extortion and defamation? The headlines on security breaches at many Fortune 500 companies is so common as we begin to accept that is part of normal business risk.  We are constantly bombarded by Phishing Emails and Robocalls every day which not only disturb our peaceful lives but could also cause real economic damage if they are not handled properly.   Should governments regulate what equipment manufacturers or service providers could operate in each jurisdiction across international boundary or we should let the industry self-regulate unless it violates the existing laws?

Even before the realization of 5G, WiFi 6 and the new Satellite based communications technologies, the previous generation of information and communications technologies (ICT) such as 3G/4G, xDSL, xPON, WiFi, GPS satellites had created a global network of machines and devices that invaded every corner of the developed and developing countries.  The new mobile wireless technology had enabled the developing countries to catch up with new wireless infrastructures that could one day leapfrog the current technology leaders such as Taiwan and US.    The advance cashless payment services in China and African nations is just one of the examples of such a trend.  Could 5G and Starlink accelerate another wave of advancements to enable governments and corporations to track your precise location, spending habit, cash flow, health condition and even your thoughts?   The balance of Privacy vs Security of every networked citizen of the world may have different interpretation in each country.  These issues will continue to cause friction within human societies and trade-friction among nations. Finally, we may want to know the long-term health implication of the radiations exposed by these radios as they get introduced to the market.

We’ve invited some of the most influential ICT industry leaders and thinkers from Southeastern US to participate in this International Forum.   Dr. G.K. Chang is the distinguished professor of Georgia Institute of Technology and technology expert in RF over Fiber with numerous other fields related to 5G development.   Dr. James Tsai is the professor of Georgia Institute of Technology School of Civil and Environmental Science.  He will discuss the application of GPS and Bluetooth usage in COVID-19 Contact Tracing and Spatial-Temporal Analysis.   Dr. Chin-Tser Huang of University of South Carolina on Cybersecurity Research.  His topic on Ransomware is part of the critical issues on cybercrime and how to avoid being a victim of these computer viruses.
